Staff Requirements
The individual hired must meet the following minimum requirements:
Ø Contractors will be required to complete this work on site,
Ø Demonstrated leadership ability,
Ø Demonstrated self starter,
Ø Excellent verbal and written communication skills,
Ø Ability to communicate effectively with technical and user staff.
Preference will be given to candidates with demonstrated knowledge of and experience with the following:
Ø Ability to communicate effectively with technical, private health care providers, and should be good team member
Ø Demonstrated experience and expertise in the implementation of HL7 Laboratory interfaces,
Ø Demonstrated experience and expertise with the Quovadx Cloverleaf Integration Broker Hardware and Software, specifically;
o Extensive understanding and experience with TCL coding
o Experience with TCL libraries
o Experience in ODBC calls
o Experience with Cloverleaf commands and XML
o Experience and understanding of HL7 segments
Ø Demonstrated skills in multi-tasking and management of complex processes,
Ø The following knowledge and experience will be beneficial:
o Understanding of general health care concepts,
o Understanding of strategic planning,
o Understanding and experience with consensus building.
Objectives
The objectives of this project include the following:
Ø Facilitate the process of ELR in accordance with Administrative Code 64D-3,
Ø Create rules and defined transformation logic for as part of translation of HL7 messages to SQL 2005 databases,
Ø Appropriate programming for various ELR feed sources to facilitate needed data conversions,
Ø Ensure optimized flow controls from messages to database destinations,
Ø Contribute to the strategic planning for long term implementation of ELR
Ø Evaluate, Troubleshoot, and Monitor the ongoing operations of ELR,
Ø Communicate problems and resolutions to the ELR stakeholders across the Divisions
Deliverables
Deliverables will include but are not limited to:
Ø Create all operationally needed message broker functions for ELR trading partner laboratories,
Ø Maintain a interface specifications document consistent methodologies and standards,
Ø Work with the ELR Stakeholder working group and the Division Information Officer, to develop a detailed implementation plan,
Ø Create clear and complete reports of all external laboratory activities and communications.
Constraints
Ø Operations must be aligned with established procedures,
Ø All activities and communication involving county health department resources and external laboratory partners must adhere specifically to Administrative Code 64D-3,
Ø All communication outside of the ELR Stakeholder workgroup must be approved in advance by the Division Information Officer and the appropriate surveillance stakeholder,
Ø This position will report to the Division of Disease Control Information Officer and all work must be completed on site.
